The vast majority of Jehovah's Witnesses simply say "thank you" to a holiday card.
By contrast with mere platitudes, Jehovah's Witnesses define all of their beliefs from the bible, and explain them well in their publications. Witnesses generally instruct new bible students with the aid of a book entitled "What Does the Bible Really Teach?". It is available in dozens of languages, and can be requested from any Jehovah's Witness.

Jehovah's Witnesses are not offended by holiday cards, but if you know someone doesn't celebrate the holiday, why waste your money on something they are not expecting.
As far as brochures, a brochure with bible based information is not the same as a holiday card. The brochure is full of scriptures that you can look up in your bible and meant to make you think and reason on bible subjects. We are not offended if someone refuses our offer of a brochure.

Holiday cards are about having a happy Roman Mithras Birthday, the Sun God and simply renamed to Christmas hence you get Christmas cards.
On the other hand Jehovah's Witnesses hand out brochures about the coming of God's kingdom. The God of the bible.

Things they hand out are either forms of proselytization and/or are books published by the Watchtower, which makes money for higher up muckety mucks. I've read a book by a guy who after being a 'Watchtower Slave' for 40 years, came to the belief that the Watchtower is in it for sales.
Many JWs are really good people. They don't believe in the divinity of Christ, and it's pretty well known they don't celebrate holidays and birthdays. If you know a person is a JW, they may think it is insensitive of you to try to include them in something they believe against.

This is a personal experience. When people at school would give me a holiday card I would take it and thank them. They knew that i was a Witness, but I did not take offense to this because that was their way of showing that they cared. When we give out the literature based on the bible, that is our way of showing we care. However, what I did with the card later was my business just as it is your business what you do with the literature. LIKE ALL THE OTHERS SAID THOUGH, EVERYBODY HAS THE RIGHT TO SAY NO THANK YOU.

Jehovah's Witnesses listen to the commandment that Jesus made to his followers which is to spread the good news of the Kingdom. That wouldn't be possible if they wouldn't give literature based on the Bible.
"Go therefore and make disciples of people of all the nations, baptizing them in the name of the Father and of the Son and of the holy spirit." -- Matthew 28:19
A Jehovah's Witness wouldn't be offended if he would be offered a holiday card unless it would be given with that intention. Most people are aware of the fact that Jehovah's Witnesses don't celebrate Christmas, Easter etc. because of their pagan origins.

It is like Muslims would also get offended if you offer them pork. As for brochures, it is not particularly illegal for Christians for example to deal with those.

Good Question...Which is more offensive ..Getting a brochure from a cult or getting a salutation for a holiday that you do not believe in.
