The historical liberal arts were grammar, rhetoric, logic, geometry, arithmetic, music, and astronomy. This was known as Artes Liberales.
In the present, the liberal arts are those fields of study which are more academic than practical. This would include the arts, social sciences, natural and physical sciences, math, humanities (literature, etc...). As opposed to the practical fields such as education, business, computer sci, etc...
A liberal arts college concentrates on providing a strong foundational education in these liberal arts fields whereas a vocational/professional college would concentrate on the "how to do it" type subjects - the liberal arts education is founded in "why we do it".

A BS (and I don't mean Batchelor of Science) study program for a dilletant.
It usually involves studying the history of arts and criticism of arts.
It's taken by no talent people who are afraid to commit and try.
Technically theater is a liberal arts program, but it is specific in nature.
That;s a little different than a "fine arts" type liberal arts program.
