Does anyone know what this might be and what causes it? When it happens all I can see is bright white cloudiness. It usually goes away within a minute, but it has lasted up to five minutes on some occasions.

No wandering eye here; just an abnormal pupil.

I'm not exactly sure if this is the same problem, but I've known people where one side of their eye would wander to the side from time to time. The reason for this is because one side of the muscle of the eye is weaker than the other side, so the eye will be pulled to the side more strong.

There is a way to correct this through surgery. What the surgeon would have to do would be to weaken the stronger side of the muscle and vise versa to the other side.

See a doctor. There is something there that needs attention. It could be a tumor or an aneurysm (weak blood vessel with a leaking type balloon on it) in the back of the eye.
