I would leave a blank card on his desk when no one is looking and in it write " please practice better hygeine skills when in front of others. Tissues help"
Hopefully, he will get the point.

OMG...do you happen to work in Melbourne, Fl? There seems to be no delicate way to tell a nose picker to quit it. Even if you tell them, they may continue digging for the gold up there. This habit drives me to distraction. I'd rather not see this and feel my blood pressure rise when it happens. Its like I want to just say.."WTF is WRONG with you? Where are your manners?' Go do that in the privacy of your own space."
