She is addressing "you spirits" (line38) and also calling them "you murdering ministers (line 46)
In other words, she is seeking the help of beings that are not human.
wait = aid
She is addressing the dark spirits who aid doing mischief. She wants their support in doing her murderous deed.
"Come thick night" means she wants the darkness to hide her activities.
"Come thick night and pall thee in the dunnest smoke of hell."
pall = cover, hide
"That my keen (sharp) knife see not the wound it makes."
Thus she wants the dark spirits to help her in her mischief, and the darkness to cover up the deed she is about to do.

To have valour potential one is heroically courageous. To be a minion is to be a servant, many times an intensive associate of the guy. In context, does it advise that the guy in question is extremely courageous?
