A non-immigrant visa is a visa for someone who is not immigrating, i.e., is in the country temporarily. Examples include temporary work permits, business, tourism, family visits, student visas, etc.

An immigrant visa is for someone who is intending to stay in the country long-term.

There are many kinds of visas; a non-immigrant visa is just that, it does NOT allow one to immigrate. You can visit, or tour, or work, or be a student, whatever is on your visa, but you must go home.
