My family is America, I live in America. I feel like I am not taken seriously and feel left out because I dont speak good french. I am good at writing but I stutter when I speak and I have an accent. I feel like I have my ability to speak french in me but I can't seem to let it out. I am no comfortable speaking french.

If you're in school all day being spoken to in French, that's all you need. You could also rent movies (even if you just change the sound to French watching American movies).

Yes, the only way to become fluent is to practice speaking. If you can find a French-speaking person to talk with, tant mieux. If you're in a French-speaking milieu right now and feel that the other students don't accept you because you can't communicate well enough, is there a teacher with whom you could practice? Your accent will diminish as you practice with native speakers. You might also learn some French songs that you can sing to yourself when you're alone.

The only way to speak a language fluently is to speak it on a daily basis. Go to Quebec City (not Montreal where there is too much English) as often as you can to practice.

find a friend you feel comfortable speaking french with. my friend and i went to france together, and whilst neither of us are very good at french we could practise together before speaking to someone
alternatively teaching someone else french builds confidence
