Walking is a complex process that involves integration of multiple areas in the nervous system. A key component of the nervous system is the extrapyramidal system which is the part responsible for the coordinated arm swing while walking. Patients with disorders of the extrapyramidal system (the most common example is Parkinson's disease) often have a marked decrease in their arm swing among other symptoms.

I don't shake my arms when I walk and I've never seen anyone else do it either.

Might be a spastic fit.
