You can, yes. It can be done at any age.

The benefits of having it done when you are over 18 are:
1. consent from the actual penis owner
2. the foreskin doesn't have to be forcibly separated from the glans first, like it does in a baby (think of them pulling out your fingernail)
3. you get pain medication (it hurts at any age, and the "he won't remember" argument is not a good one)
4. the doctor can tell how much skin to remove, whereas in a baby the penis is not fully grown and they often remove too much which causes problems

Having said that, there's really no need for an 18 year old to be circumcised, unless they have terrible untreatable foreskin problems, or have seriously researched the issue and decided they want to.

My FIL had it done at 60, not sure why, it was kind of like, he's having it done and now we don't ever mention it again. Sounds painful to me.

Yes. My brother got circumcised at age 13. They kept him awake but numbed him up, but he said he could still feel pain. poor guy!

Yes, you can but it is EXTREMELY painful (worse than the worst kick in the groin you'll ever get, it lasts a LONG time!) and the risk for infection is much higher.
