A friend of mine is joining the navy.

He said he was asked questions and that they told him he should answer 'No' to all of them....Some questions included "have you EVER had a headace?" , "have your chest EVER hurt?"," made any Contact (talk) with a police?'

He said of course he had a headace in his life, had his chest bothersome (congested) and talked to a police, but he was told to say 'No'. So he answered no.

So my question is, is this lying?

Not as far as the recruiter is concerned. Most of these questions are asked to have the interviewer dig more deeply into them. The recruiter wants to fill quotas. As far as the headache and chest pain go the recruit will go through a complete physical as part of the enlistment process. With the police a complete background and security check will be done. The recruiter told him to use the simplest answers at the earliest point in the process to avoid additional questions and answers he couldn't control or predict. The fact that your friend answered the questions as told just proved he's ready for the Navy. He's shown he can follow orders.

A Marine Answer:

All of the processing at MEPS is bullshit, no means move on, yes means stop and ask more questions. A lot of the stupid things they ask you dont amount to anything at all and are just time consuming and delay the entry process, and trust me, you want to be out of there ASAP. Lets not call it lying, lets call it streamlining important information. Will they know if you have ever had a headache? only if you told them, and they would only ask more and more stupid questions.

Yes. He was lying. And I don't know why you even posed the question unless neither of you know what a lie is.
