For each pkg of semi-sweet chips, add 2 tablespoons sweetened condensed milk & 2 tablespoons of butter. Melt in double boiler over medium heat, stirring often til chocolate is melted. Taste & add a splash of whole milk if too thick & splash of condensed milk if not sweet enough.....Simple & pretty easy - Just don't forget to stir so the chocolate doesn't burn......

You can't. Even if you were to get the composition of milk and sugar the same as milk chocolate, you'd still have to temper the chocolate to make it into a nice shiny piece of chocolate.
You'd have to add a certain amount of milk and butter, probably an emulsifier. If you just tried to make your own milk chocolate, I think you'd get a messy goop of chocolately goodness, but not milk chocolate per se, especially if you don't know how to temper the chocolate so it turns back into solid chocolate.

"Homemade Fudge"
Ingredients
2 cups sugar
2/3rd cup of half and half
1/3 cup of cocoa(or semisweet choc chips)
dash of salt
2 tablespoons butter
1 tablespoon vinegar
1 teaspoon vanilla
Directions:
Combine chips,sugar,half&half,dash salt,2tablespoons butter,and vinegar.
Cook till soft ball stage. Remove from heat,add vanilla,place pot in cold water for rapid cooldown, while stirring constantly. Take care not to get any water in the candy. It may be that the water will get too warm,add ice to it if that is the case.Stir constantly till candy thickens and has nice sheen. Pour into cold,buttered,platter. Place in ice box till candy sets. Cut into squares and place in container lined with wax paper.

The type of chocolate is not going to chage if you add sugar of milk. The amount of cocoa in it will still be the same.
