For an individual, seeing a current military ID card works. No, you can't get comprehensive list of all Marines.

And if none of the above works there's always the red cross, they never failed me in 22 years of active duty.

Call the local recruiting office and give them the name. They should be able to tell you if they are in or not. Where there are is another story.
