Police agencies do NOT care what your degree is in. The presence or absence of a degree will be looked at, along with GPA, but the course of study doesn't matter.

Yes most police departments will take your BA into consideration. You of course can capitalize on it by stressing your ability to write accurate reports, which constitutes the majority of police work. Additionally I would be stressing the fact that your degree would be used to assist the department in writing police reports...grant applications and any assistance the department may need in budget narratives or budget requests. Once your department has the opportunity to see your abilities....you might advance quite quickly.

Most will take a college education of some kind. As long as you get throught the academy successfully, you should be fine. Some departments will even hire before you have completed academy.

It depends a little on how broadly the department you're applying to is hiring, but I don't see why not. L.A. County Sheriffs are only requiring a high school diploma presently, but they're badly understaffed.

Yes. They prefer the "well rounded" person. After a few years, you'd make a great Press Information Officer.

Police forces everywhere are understaffed. Go for it, with a clean backround and decent bill of health there is a very good chance of getting on with them.
