If you can't think of anything to say for four pages, you should cut the length of the letter. Or, you can get creative. You can include articles, pictures, all kinds of other stuff to pad it out. Put in some jokes and funny pictures, recipies, ads, anything you can think of.

Main topic-Example how you feel or what bothers you etc..
middle your soluation or situation to your issue you addressing
end how to end the situation and when can you speak again about this issue.
