It is really up to you. I wouldn't say either sending or not sending is normal because normal is a relative term. It all depends on how many people will be invited, how far away they are, whether you are also inviting the out of town guests or not etc. I sent out invites to my rehearsal dinner, but I have been in smaller weddings where we were just told. So as long as your guests know where to be and when you can invite them anyway you choose.

I have never been to a rehearsal dinner without a mailed invitation. Sometimes, it is a fancy custom printed invitation and other times just made on the computer at home, but still a mailed invitation.

You can, I have received invites to the rehearsal dinner, especially if you are going to have a rather large rehearsal dinner. I sent out an evite to my rehearsal dinner guests, my best friend had a formal invite. Whatever works for you!!

The people who are invited to the rehersal dinner include those in the wedding party (bridesmaids, groomsmen, etc.), the immediate family of the bride and groom, and the bride and groom themselves. Since this is the general rule, there's no reason to send out invitations to the rehersal dinner.

Sure, that is one way to inform those that are invited to the rehearsal dinner.
However they can invite you by phone call, email, etc.

I think it depends on if your wedding party doesn't live close to you (or where the wedding will be). I live in NC, but my wedding was in WV. In the wedding party, there were people from MD, DC, VA, and WV so sending invitations was the easiest way to let everyone know where to be and when.

It is up to you.
I received a formal invitation for my cousin's. If you are inviting out of town guests, it is a nice touch.
