I have to get a blue card in order to participate in a work abroad program in the UK. However, I read that the blue card isn't valid on the Isle of Man. I think that means that I couldn't work there, but does that also mean I can't travel there?

You can travel, but not work.
IoM tax regime is superb, so working there is generally kept for Manx people or others that they really need.

There is no problem with traveling there. It is a very nice place.
However, it is extremely difficult for even a UK national to get work on the IoM. I should think it would be impossible for an American.

The Isle of Man is not part of England, as it's an island, and it is not in the United Kingdom or the European Union, but that aside, I don't think you would have any problems getting there!
