I only have 2, but i dont want to turn in my application if i really need 3 references. Do they really care about the references?

You don't have to give three, but it's probably best to. 9 out of 10 employers will check at least three references if they're considering someone for a job.
If it's your first time looking for a job, then you should get some character references. These can be done by anyone other than family members, but are most effective if provided by teachers, volunteer organizers, sporting coaches, or any other respected people in the community who can vouch for your attitudes and skills towards work.

it isn't mandatory

but then, neither is it mandatory that the company look at your application more than 1 second after they notice you've only supplied two. "Incomplete" means unhirable as far as they're concerned.

No two is good. Don't lie just to get a third one on there.
