The LORD spoke to Ahaz, saying:
Ask for a sign from the LORD, your God;
let it be deep as the netherworld, or high as the sky!
But Ahaz answered,
“I will not ask! I will not tempt the LORD!”
Then Isaiah said:
Listen, O house of David!
Is it not enough for you to weary people,
must you also weary my God?
Therefore the Lord himself will give you this sign:
the virgin shall conceive, and bear a son,
and shall name him Emmanuel.

It's a prophecy of the Christ.who is God with us. It prophesies His virgin birth.

Prophecies often had a double meaning. The reason was if a prophecy was to take place hundreds of years in the future, how would people know that prophecy would be fulfilled. The answer was that a prophet would give a double prophecy and if the first prophecy took place then the people could be confident that the second one would also. In this case Ahaz was given a prophecy of a child being born, and the prophet used the word which could mean a virgin, or it could also mean a young woman. The prophecy happened and a child was born as God had prophesied to Ahaz, to a young woman, but it also had a second meaning, a long range one that was a prophecy of Christ being born of a virgin. Now we know that the second meaning was accurate and he did mean a virgin because it is confirmed in the new testament.

The word was young maiden, not virgin. We know this wasn't referring to Jesus. The maiden named this particular person Emmanuel.
