Actually anywhere that makes it readily available to you. Do you have a pantry? If not they make plastic racks that fit on the inside of cabinet doors for foil and saran wraps. Usually these are meant to fit on a lower cabinet door that opens to your under the sink area or similar deep space. They are available at Targets, Linens n Things, Bed Bath & Beyond and probably lots of other places.

I have a caddy that hangs on the inside of the cabinet. It those long skinny boxes and has room for grocery bags too. It is a real space saver. Look around in the house wares dept. or ask a sales clerk. They are really inexpensive.
Hope this helps.

I had the same problem and found a wire holder that you mount on the inside of a cabinet door. I keep my foil, plastic wrap and baggies in it. You should be able to find something at Lowe's.

my house kitchen is really small too, what i did was i went to the hardware store, and bought a hanger (its like a roller that you can nail to the back of the pantry door). It really effective, cos all u need to do is hang it on the back of the door so it uses up the space at the top of the shelves in the pantry. that way your using up wasted space. You can easily thread the roll of foil on the hanger and it rolls off neatly like a toliet roll method. real handy.
