I think the US is the most powerful country in the world. Therefore it's leader is the most powerful person. I would say that any change on a global scale has to start with a change in leadership in the US.
(note: I feel there are far far worse people in the world leading various nations, but I base my answer on the power of the nation and the person in charge)

I'll bet very few, if any, have any real problem that can't be discussed among others and some kind of resolution results.
