Can a PS3 be made to play CD+G (Karaoke Disc)?

If so where can one obtain the downlaod software and how is it installed on the PS3?

No, it can't. Try writing a letter to Sony's HQ, this is a great idea. Technically, PS3 is capable of doing it, but there is no software for that.
