Parrots say what they are taught or what they hear. So depending on what country it lives in thats the language he would speak!

I'v worked with Macaws before and due to the fact we rehomed ex pets from all around Europe, we got birds with different accents and use of language.
What people don't realise is that you can't train a parrot to speak. Its extremely rare for a parrot to use words in context as we do. They actually immitate their owner or handlers voice and a parrot which lives in a cafe in Germany for thirty years, would repeat german phrases even after it has been moved to a British home where it is spoken to in English. It would however learn to speak a few english phrases, but continue to repeat in german in the majority.
The rule is that whatever accent or language you speak, your parrot will repeat words in the exact tone and frequency because that is how it hears them and so repeats it the same way.
Parrots do not talk in a parrot voice. Parrots who sit in a cage for two or three years in a pet shop waiting to be sold will be frequently exposed to customers especially small children who talk to it in the stereotyped parrot accent, which it then repeats in the same accent. Generations of stereotyping and cartoons, films etc, have left people with an image of the parrot having a squarky type accent. This then leads to them talking to a parrot like that when they see one up close and so the parrot imitates.
If several people talk to a parrot on a regular basis, then the parrot will do two things. It will repeat certain phrases in the tone and accent of the person who it spends the most time with, but also learn odd other small phrases which it picks up from shock noises. This is why so many parrots hear swear words once and then repeat them for decades afterwards with little hope to change their choice of words. A swear word is usually given in a shock level frequency like shouting, which is a more easily picked up noise.

Assuming the parrot was trained by a French or Spanish speaking person, yes, thats what it would say.
Of course you don't have to teach it 'hello'.

Yes. I have a friend that lives in Norway. He sends me clips of the GREAT things his Macaw says. Would be funny I am sure if I understood Norwegian!!!!

They say what they are taught. I taught my cats and dog their commands in Choctaw. Then one day I was taking the dog to the vet. He jumped up and sat in the drivers seat. I told him to MOVE OVER and he ignored me. It took me half the ride over to the vet's before I remembered to give him his commands in Choctaw. I never taught him MOVE OVER.
My bad!
They teach German Shepards in German to serve as Police Dogs. Most Americans don't speak German so the general public couldn't say STOP to a Police Dog.
