Due to budget cutbacks they're using Red Cross emergency tenting. Asked to comment, Lucifer reportedly blamed the universal economic crisis, particularly the influx of sinners these days.
These newcomers bring little marketable skills, save cursing, drinking, obscene acts in public, etc., and Hell already has enough of that sort of thing, so there are all of these people to look after, and just not enough fire and brimstone to go around.
Plus there's the demon strike and all, so there isn't labour to add any new buildings, anyway.

There are building in hell, cinder or otherwise. Hell is not so much a physical location as a spiritual reality. Being in the presence of a holy God that is a consuming fire without a mediator. That is a scary proposition.

No, hell will be empty because everything that exists was created by God and hell is a place completely separate from God so nothing that he created (apart from people, Satan and other evil angels) will exist in hell.
