Long shot but maybe she can try filing for joint custody. Giving up custody on the first round isn't a good sign though.

It depends. If she gave up physical custody, but did not lose her parental rights, she can petition the court for a change in custody. It is extremely unlikely that she would be given physical custody, but would probably be given visitation or possibly shared custody. The court is not going to disrupt the children's lives by taking them away from their dad just because she has decided she wants to be a mom again.

First thing she should do is make sure she is ready to except responsibility for them. Second is get a good lawyer. If she can prove herself to be stable and can support them she stands a chance of at least shared custody. It all depends on why she gave up the custody in the first place.
