Yes & No
If the PDF file has been "locked" by the creator, then no. Unless you know the password to unlock it for editing. If the file is unlocked, you will need to make use of either Adobe Acrobat or a 3rd party PDF editor. Adobe PDF reader is just that, a reader for viewing PDF's.

You can't type on a scanned pdf document, what you need to do is to convert the scanned pdf to editable word format and edit pdf in word, then convert word back to pdf if need. And normal pdf to word converters don't support this function to convert scanned pdf, you need an OCR software to do this. It's said that Google Docs, an application developed by Google, can work as OCR and make scanned to editable word, maybe you can try it.

A PDF that was created with Adobe Acrobat 6.0 or later can generally be edited and marked up by other Acrobat users.
The direct answer to your question, though, is No. Not in most cases.

Save it as a text file, then use wordfect 10 to edit the document and resave it as a pdf. If it is locked then you may be able to use print screen, and convert from there.

Simple answer: No.
Once a pdf is created it cannot be changed, even by the creator I believe.

Generally, no.
If it's been set up as a PDF form, you can fill in the blanks, but that's about it.

You need to open it up in Adobe Acrobat (not Acrobat Reader). In Acrobat standard or pro, you can edit the contents (type over something).
