I had two individuals tell me that while they were in the service (one active duty Air Force, the other reserves Navy) while Clinton was in office, they would some times receive their pay late. One even went a month on one occassion before the pay came.

Did anyone else have this problem?
If yes, what was the reason behind this (I did not have a chance to ask them that...I would really like to know?)

Although I was on the retired list I did get paid late one month during that administration. But, the fault didn't lie with the President or with the Navy Finance office. The DOD appropriations for that fiscal year had not been enacted and the continuing resolution needed had not yet been passed by the Congress.
During the Nixon administration the beginning of the fiscal year was changed from July 1st to October 1st to give the Congress more time to pass the needed spending bills. They have never met the deadline for all those bills since then. An Omnibus spending bill for this year was only passed in the past few days and the fiscal year started on October 1st.

I had direct deposit and never received my pay late.

In '95, government did shut down because a feud between Clinton and Dole prevented a budget from being passed. Civilian federal employees were sent home for a week or so. They returned to work with pay for the time they were off once the budget was finally passed.

It was a worry, though. In the past (prior to 1982 at least), some budget battles resulted in the military not getting paid (even though they still had to stay on station). When I first came in, the experienced folks recommended banking through the military credit union just because of the possibility of delayed pay during budget battles. The military credit unions usually deposited money into your account for whatever you usually got paid and recovered their money once the government got around to paying you. Folks banking with civilian banks were just out of luck until the budget battle ended.

I do not believe this had anything to do with the Clinton administration. Mistakes in accounting or some other pay issue could have been the problem more than anything else. The Clinton administration messed up a lot of things, including the Armed Forces in general, but not specifically pay.

When I entered in 1995, my first pay check was on hold because of the budget issue between Congress and Clinton. It was resolved later that month and we go backpay for the delayed paycheck. After that I didn't have any problems.

the reason was probably more the fault of their superior officers in charge of payrolls. do you really think Bill C. would sign and mail all their checks. this wasn't even a stupid question, it was a stupid insinuation.
