I'm assuming you're speaking about NASCAR race cars (Cup series).
The cars actually never reach their top speeds. On the two tracks large enough, they top speed is regulated by restrictor plates. On the rest of the tracks, they may reach 200 mph before having to slow down for the corner....but that's not their top speed.

In their most often used configuration.
Indycar-230 to 235 at the end of the front and back straight at Indy
Champ Car-180 at the end of the long straights at Road America
F1-210 at the end of the pit straight on the Indy road course
NASCAR-200 at the end of the straighs at Indy, Michigan, or Fontana
NHRA Top Fuel and Funny Car-310 to 335 at most race tracks
Almost all racing vehicle have the ability to go much quicker but track configuration gets in the way of straight line speed and therefore a cars aerodynamic configuration is tuned to the type of track configuration. If you took a 2 year old F1 V-10 and took every downforce making aero bit off the car it would likely go north of 250MPH. If you did the same to a current Indycar and ran it in a straigh line the speed would be about the same.
The track record at indy is unofficially 239MPH in practice and a four lap averae of 236. The corner entry speeds for turns one and three were a little north of 248MPH. The closed course speed record I believe is still owned by Gil DeFerran in the late 90's with a qualifying lap at Michigan aroung 241MPH.

THe Average top speed of nascar cup cars are around 215 though as others stated that no cars will ever reach that point in a given race due to many reasons, mainly length of track straights and on super speedways restrictor plates. Bill Elliot holds the fastest track record of 213mph at Talladega.

for cars in the nascar cup circuit the fastest speeds are always found at talledega or at daytona and when cruising around the track under green flag conditions they average around two hundred miles an hour the fastest times are recorded during qualifying because theres no traffic ion the course and they can drive the lines they want. at these tracks though they are forced to run with ristrictor plates that limit the amount of power the cars have. without these plates the cars could reach upwards of 230 MPH but NASCAR said that was too fast

First, it depends what kind of race car, NASCAR, IndyCar, Formula 1, ect. I only know a lot about IndyCar's, and I know that on oval tracks they can go about 220 mph, and for road courses they usually go somewhere between 100 and 170 mph. For qualifying, they can go up to about 226 or so.

Depends on what type of Race Car you are talking about--Stock Car about 203 MPH--Top fuel Dragster which is a RACE CAR about 335 MPH!!!!!!

Depends on the size of the track. Short track maybe 125-130 mph, super speedway, 180-195.

They'll add to the restrictor plates (if there are any) if the average speed goes over 198. With the CoT, they may not run restrictor plates or so I heard so we may see 200+ at Daytona in 61 days :D
They used to run in excess of 210 back in the day when I wasn't alive yet...
