I've had a 20 gb Japanese PS3 now since its release. I live in Canada. I seem to be really dumb about this but what is the PAL PS3? What does the PAL mean? Is there anything special I should know about using this in Canada, like any limitations (not including not able to play dvd, ps2 games). Thanks.

There are types of an analog color encoding systems - PAL (Phase Alternating Line), which is used in Europe, Israel, Australia, Oceania, India, etc. NTSC (named after National Television System Committee) is an analog color encoding system, used in America, Asia, etc.
There are three regions for Playstation systems:
1). NTSC U/C (North America, etc.)
2). NTSC J (Japan, etc.)
3). PAL (Eruope, etc.)
If you use HD TV - it doesn't really matter, since it uses a digital signal. If you use SD TV - make sure it's a multizone one. Most of modern SD TVs are multizone. You've mentioned major limitations. Minor - Sony sets PS3 games as region free, but (I've never heard of this, but it's a possibility) a certain developer may lock it. Japanese version has an extra feature (you've seen it - it's for online). It's only for japanese residents. BTW, you don't have an official warranty in Canada for unofficially imported consoles. I own US PS3 in Europe.
P.S. I didn't mention SECAM and other color encodings since they are not in use in Playstation systems.
