The tree. There were varieties of trees that grew differently than they do today. The first plants that had seeds were likely very small, asexual reproducers that simply divided. As they evolved, the need arose to not only reproduce but for the new "tree" to grow some distance away from it's parent plant. The divided plants formed "shells" that allowed them to move away from the original location and grow where the wind or water moved them. Thus, the start of "seed" reproduction.
Actually I haven't got the foggiest idea, just thought that my idea sounded good... grinnnn.

Evolution-wise wouldn't the tree produce a mutated seed? So, the tree first? Just like a chiken would lay a mutated egg so the chicken came first.

Tree. There are such things as tree ferns; ferns being seedless plants. These plants evolved before seed-bearing plants.
