i am sort of confused.i heard about it a lot on the internet.what is it exactly, how does it work.then how can i learn to be profficent in it to create games and animations for FREE (i am 15 so i am on a low budget)

Webopedia says:
A scripting language developed by Netscape to enable Web authors to design interactive sites. Although it shares many of the features and structures of the full Java language, it was developed independently. Javascript can interact with HTML source code, enabling Web authors to spice up their sites with dynamic content. JavaScript is endorsed by a number of software companies and is an open language that anyone can use without purchasing a license. It is supported by recent browsers from Netscape and Microsoft, though Internet Explorer supports only a subset, which Microsoft calls Jscript.

Sounds like it will require some time and effort to learn. Have you "Googled" it?

JavaScript is not really for programming. Its more for interactive stuff:
"A popular scripting language that is widely supported in Web browsers and other Web tools. It adds interactive functions to HTML pages, which are otherwise static, since HTML is a display language, not a programming language. JavaScript is easier to use than Java, but not as powerful and deals mainly with the elements on the Web page. On the client, JavaScript is maintained as source code embedded into an HTML page. On the server, it is compiled into bytecode (intermediate language), similar to Java programs."

If you wanna learn it, I am sure there are some JavaScripting books in Barnes & Nobles or something. A good guide is
"JavaScript: The Definitive Guide" By David Flanagan
For games and animations though, i would use Flash.
