I assume by retrieve you mean onto your computer? However there are home devices that you can put a VHS into and then copy to a DVD directly.

On the PC, you will need a video capture card. They are usually around $100 and go into a spare PCI slot.(some are USB as well) With this you can plug in your camera and play back the tape and your computer records it. Then you will have a video file on your hard drive that you can post online, or burn to DVD, or any other thing you would want to do with it.

Depends on your camera - but let's assume it's an older VHS tape.

Check the yellow pages for video conversion stores - they'll transfer the video to a CD/DVD for you.

The more expensive alternative is to buy a new video card for your PC that accepts video input from an external source.

There are many many stores that will do it for you and put them on DVD - check your local yellow pages.
