It was a sign of a changing political environment. For starters both the US, and the USSR before it broke up condemned Iraq's invasion of Kuwait. Secondly Saddam had been one of our allies, in the 1980's. Now he was a sworn enemy. Further Muslim nations allowed western troops in to their nations to attack fellow Muslims.
