The Persian Empire had a postal system. From there almost every large tribe, empire, or nation state in history since then has had one no matter the form of government they have as well as a military force. If every form of government has a postal system as well as a military they are not uniquely socialist concepts.

The EHIC card replaced the E111 and application forms can be obtained from the Post Office. They are only valid in European Union countries plus Switzerland but won't necessarily give you free medical assistance - it depends on the individual country's arrangements. Travel insurance is a better bet and essential if travelling ouside Europe.

A E11 card is now in use, get the form from the post office, send it off. You then get a card which entitles you to free medical assistance in EU countries up to the eqivallent of the free treatment that locals enjoy.

Does it matter. You will get the correct one at the Post Office. I think it`s the E111 but I believe it`s changed

the E111 reciprocal medical care form, I think you mean. It entitles you to NHS-style treatment in other European countries. My father managed to hurt his foot in Italy and he was treated without any problem.
