Not generally, BUT if they are put in an account with OTHER funds, it can be very hard to stop it. There can be exceptions which allow for garnishment as well:

"1) to the authority of the Secretary of the Treasury to make levies for the collection of delinquent Federal taxes and under certain circumstances delinquent child support payments; and

(2) to garnishment or similar legal process brought by an individual to enforce a child support or alimony obligation."

Social Security benefits are income that you earn and are being payed. Yes, they can be garnished depending on the situation. If it is for an unpaid loan, service that was rendered, or child support, or if there are any liens against you, any income you recieve weather it be by lottery or earned income, can be garnished.

Generally they can only be attached for the same things that tax refunds can: Back taxes, student loans and unpaid child support.
