I just got done taking pictures with my digital camera and forgot to change the file type to .JEP, so now the images are .NEF types. I need to upload them on a PC and can't. I tried using Irfanview by changing the .TIF extension to .NEF but that didn't work. I need to d/l a new program but I don't know which one would be best.

You've got a Nikon Camera. Install the software that came with it.

That's all you need.

If your camera has a setting that allows it, shoot both raw and JPEG. While it's true that you can export a JPEG from a raw file, why go to all the trouble if you don't need to? Sometimes a picture is just a picture, something that's just a good memory and you'll probably never do any special post processing with it (like a party, bbq or other happy snap occasion). Sometimes you want to do additional processing and try to get the best possible result from your image. Having the choice between the two formats makes you life a lot simpler. If your at an outing with family and friends just keep the JPEGS and lose the rest. However, if a couple of those pictures are of a landscape, sunset, etc. that you want to work on, keep the raw files to process later. Over the years I've shot a ton of digital images and used to keep everything. After a few hundred thousand shots, I started to realize that it just wasn't worth it to try and keep them all. It will help you keep your sanity and some extra drive space as well.

NEF is Nikon's image format.
I know that Paint Shop Pro can work with it, however, didn't your camera come with software?

Picasa is suppose to do .nef files but i've read that the program does a poor job at it: http://picasa.google.com/features/index.html

Your Nikon camera should have come with a viewing program called 'Nikon View': http://nikonasia-en.custhelp.com/cgi-bin/nikonasia_en.cfg/php/enduser/std_adp.php?p_faqid=4614&&p_sid=eEBoAxWh&p_lva=162&p_sp=cF9zcmNoPSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9OTEyJnBfcGFnZT0x&p_li=
