In CA if you go to court to fight the ticket and the officer shows up you will always lose. You must try to eliminate the officer. Try this: If the officer is present in court don't agree to the non-judge to hear your case. Don't sign the waiver. Your case will then be assigned to another court. If the officer is still hanging around exercise your rights under Section 170.6 to eliminate any judge for any reason. Just say you are exercising your rights under section 170.6. You will then be assigned to another judge. If the officer is hanging around all day after all this then just walk away. You gave it a shot to get out of your ticket using the system.

Pay a lawyer $150.00 (which is probably the cost of the ticket) and get an improper equipment. It bascially means that you brakes or something was not working right causing your failure to stop. The lawyers do it all the time and it won't put any points on your license.

"What to say in traffic court?" - Who do I give the check to?
Lacking any evidence (video) it is your word against the officers.
You could ask the DA for a deferred disposition or traffic class if you have an otherwise clean record.

You say "Not guilty" and then present your reasons that you are not guilty.
Generally saying that you believe you stopped and the officer disagrees is probably not enough.
Your best bet would probably be proving the officer's vision was obstructed by something.
