right-click on the file's icon
select properties
click to render "read only"
The user can read it and edit, but must save the file to a new name -- if this suits your purpose.

RE:
How do I make an Excel document read only or protect it?
I have some Excel documents to send to other parties outside my office. I want to set it so they can't modify any of the data, but they can filter it. How do I do that? I've been trying but every attempt at protecting the document can be undone by the person I'm sending it to.

Under Tools--protect --WORKBOOK, not just the sheet
Remove protection or protect, from an entire workbook
On the Tools menu, point to Protection, and then click Unprotect Workbook. or protect
If prompted, enter the password assigned when the workbook was protected. Passwords are case sensitive. You must type the password exactly as it was created, including uppercase and lowercase letters.

- File >> Save As
- In the Save As box, Click "Tools" (Bottom right hand side)
- Select "General Options..." from the drop down
- Set password for either to Open it or just to modify it (i.e. anyone can open as read-only, but need password to modify) or for both then check both the options & also check on Read only recommended box.
I hope this will help.
