Yes, to some degree...
Ignorance cover's a lot of sin, when we simple do not know how can we sin?
However, when we are fully aware of our action and decide to sin anyway we suffer a larger penalty.
Remember, the words of Jesus:
"Forgive them for they know not what they do."
Luke 23:34
Far too many intelligent people within the World tend to judge others or find fault in another.
The latter is extremely sinful since it is the responsibility of the Christian along with the Grace of our Lord that must help these lost individuals.
And hearing this, Jesus said to them,
"It is not those who are healthy who need a physician, but those who are sick; I did not come to call the righteous, but sinners." Mark 2:17

The development of the capacity to think scientifically is at about this age. But, if ignorance were an excuse, Adam and Eve would not have been punished, since they did not know eating of the fruit was "evil" until after they ate. Getting your IQ down won't save you directly, but it does seem make people more likely to accept Christianity.

Considering that sin began with pride there is most likely a correlation between IQ and sinning, if one is unaware that any pride is a sin or if one does but doesn't feel the need to repent.

Yet another theology made up out of whole cloth and yet accepted as "gospel."
I can't pretend to make any sense out of it--if kids and retards get a free pass, then what do they turn into after they get there? Are they "limited" for all eternity, or do they turn into some better more mature version of their best selves or what? Too convoluted for me to follow.
