He might want to consider going to Job Corps. It's a federally funded program for kids 16-24 that want to get their HS Diploma or GED and a job skill. You live on a dormitory style campus and attend academic and trade classes during the day. You have free time in the evenings. You also get a monthly allowance. They teach you independent living skills. Best of all it's free.

He can attend Night School at the local High School and graduate with a diploma from that program or if he would rather just skip that all together since he's 18, he can get his GED through a local College or Library, someone ought to know where he needs to go and get started. It is super fast and easier than school.

What does he want to do? If he doesn't want to go to college, why doesn't he quit school and find a job, or an apprenticeship, or something? He doesn't have to be in school any more, and he's obviously not suited to classroom learning. Not everyone is. It must be very demoralising to be with people so much younger, and to have to repeat work he's done already. He should be able to leave school as soon as possible as it's not helping him at all.

there are alot of 18 year olds that are still considerd in grade nine lmao sad but true.. cause the skip to much dam classes.. talk to him about getting a GED.. it requires him to study, if hes willing then i say go for it..

the fact he is still trying you have to give him credit. it is better than all the drop outs it is easy to quit..... but courage to go forward good for him

move to another country put himself in the right year come back (with proof) and say he skipped back to his right year
