I thought it would always be romantic if you get an ornament from a small store at the mall where you can get something written on it. In Petersburg, Va there's a small cart in the mall where the girl writes on the ornaments anything you want. My love and I got a couple - the guy is on one knee and the girl is standing up - and we had "many more to come" written on it.
You can get the same ornament and have "Will you be Mrs. John Smith?" or something cute like that. Therefore, the two of you will always have this ornament and remember the xmas you proposed.

Or contact the owner of the best Christmas lights house in the area - and arrange for Santa Clause to bring it to her while you're admiring the light show...
OR, if you're Catholic - go to Midnight Mass - and ask the priest - ahead of time of course - if you could propose to GF at the altar during the service.

Do you have an angel topper? Place the ring in the angel's hands (fasten it with a twist tie (like from the trash bags).
You could also get ribbon garland printed with "Will you marry me?" in big pretty script, and drape it on the tree when she's out of the room.
You could put the ring on an icicle ornament, a snowflake ornament, inside a little present/gift box ornament (those velvet ones with a loop to hang on the tree).
You could put it inside a mini stocking ornament.
You could personalize a wedding music box and put the ring inside -- give the music box as an early gift that night.

Wrap up a "glass" slipper and give that to her as a Cinderella style proposal, and put it on her foot, and have the ring ready in your pocket to put on her finger to match the slipper (depends on both your sense of humor or what you like).
You could have a romantic song come on, or a silly one with "Marry me/Will you marry me" lyrics in the middle of all the Christmas music playing and then just propose to her by the fire or the Christmas lights.
At llbean.com, there's a bag of candy coal. I like that idea of putting the ring in the bag with the coal, and put the coal in her stocking.
Give an early gift in a ring box that has the ring underneath the top part hiding it, and just like costume earrings or a pendant on top. See her slight disappointment at first, only to open it up more and find the ring underneath (if she doesn't, you could put one of the earrings on top, and say the other one must've fallen underneath so she'll definitely look).

Hide it on a Christmas ornament. Leave it there for a few days, see if you can make her notice the ornament but not the ring. Seems like a challenge but a fun one. :) Congrats.
Or...
Have Carolers come to the door, sing, then present the ring.

I gave my wife an engagement ring for xmas by wrapping it up in a series of boxes that fit inside each other until the last box was the original jewlers box the ring came in. The first box she opened was about 10 times larger than the jewelry box. It took about 7 boxes to do it.

That's a cool idea.
Try to incorporate it into something she is really into.
My girlfriend loves movies and has a huge DVD collection. I made up a DVD case (using Photoshop) with pictures of us, the title 'When Rich Meet Sandi' and included a brief description of our relationship, so far, on the back. I place the engagement ring inside the DVD case then wrapped it up as a present. She said yes and we just married.

You should give her a "fake" gift that she would be dissapointed with. Make it a big deal as if she would love it. Once she opens it and gets that look on her face you should bring out the ring and suprise her with a proposal.
Or you could hide little wrapped boxes all around the house with little clues in it and the last clue should lead her to you where you are waiting with the ring.
BTW I think it is soooo sweet you want to suprise her

Get a shirt box and tape the ring box open in the center of the box. On the bottom of the box write "Will You Marry Me?" around the ring.
This is what my BIL did for my sister's proposal, it was such a surprise and it was awesome.
My BF's proposal was different, he gave her a piece of coal and she got so angry with him, then he took it from her and said, no dont you know that when you squeeze a piece of coal really hard like this it turns into this and he opened his hand and there was the ring.

Buy mistletoe and tie the ring from it using a ribbon. Hang it or dangle it over her head, then propose. You can always write a proposal in the snow, using spray paint ( I think they sell snow paint at toys stores too). Or set up a scavenger hunt and the last event is the proposal.
