my dad just got turned down for a job hes been doing for years, tug boat captain due to the results of the tests they put him through, something about missing discs in lower back etc. will he be able to get disability??

I do not know how old your Dad is? However once you are 30 the discs in your spine start to dehydrate, called DDD or Degenerative Disc Disease. It is not a Disease, just part of the normal aging process. By the time you reach 60, instead of having nice soft jelly discs, they are tough and hard. Therefore I am unsure how your Dad can be missing discs? If he is still walking, no he will not get Disability, but depending on age might avail of early retirement, depending on if it is offered. If this is the case and he does have a disability then of course he should apply.
He can do this over the phone by simply calling the Social Security and explaining it to them. He should have all his records ready for them, they will be asking a lot of questions, then they will call back in about two weeks, the time starts when you make your first call by the way.
Then everything is done by phone but, have all your records.
Be ready to take down names dates and places, all names.

He certainly should be able to. I have a somewhat similar condition and I had no problems at all with the SSA. They were very professional and prompt.
I would try the normal routine for filling and only if there is some problems then contact some one like Binder&Binder
