We talk on the phone at least three times a week, he always suggests getting together which we do, but he never tries to kiss me or hug me or hold my hand he justs flirts the whole time. Is he just a flirt or is there something there to work on or should I just kick him to the curb?

Kick him to the curve, chances are he is just insecure, but your thinking of kicking him to the curve shows me that you guys havn't really got all that close, just simple romantic crap. So if this isn't your favour of tea, leave it, might inspire him to change. Now if you honest feel for this brother, then for the love of god, ask him about it!!!! If he likes you EVERYTHING you say is CUTE! C U T E!!!!! If not, nothing you say is, so use that to your advantage, and say something like "BOY, stop flirt with me and give me some f'in sugar" in your own style of course......
