It's that wavering you hear when a singer or other instrumentalist holds out a note. Especially if it's held for a while, you'll notice something sounding like it's going "back and forth" - that's vibrato. The pitch is going slightly up or down and back to the actual note. It's a natural occurrence with singers and horn players, with strings and such it's done deliberately.

It takes some practice. First, you need to find the sound and tone where you voice is loudest, with little or no effort--a place where you can make a sound like looooooou and sustain it loudly. This is your natural voice. It is where sound is shaped only by your diaphragm pushing air across your vocal cords. At first, don't try to make the sound appealing, it actually helps to try all sorts of odd sounds and tones to see where your voice is at its best. You can then learn how to add the vibrato using the muscles in your throat and vocal cords. Warm up before singing by practicing this sound by running though the scales a few times, then run through adding vibrato.

If you listen to a singer, you will hear a little bit of "quiver" in their voices. That is called "vibrato". Today, it is popular to sing with as little vibrato as possible. If you go listen to recording or movies from the 30s and 40s, you will hear a lot of vibrato in the voices. It was popular at that time.

When some people sing, they can make their voice vibrate. (not everyone can do it, though) I can, and my old chorus teacher called it "natural vibrato"

It's when the singer makes his or her voice vibrate by changing pitch subtly. Charlotte Church does this a lot.
