Your best bet is a hotel. Some places will allow you to rent a room for a just few hours in the middle of the day. It's cheaper than overnight. But you'll have to ask -- most hotels don't advertise the fact that they do this, since the main purpose is for people to have sex.

If you're still living with parents...then you shouldn't be alone and you shouldn't be having sex. Trust me, I started doing it when I was 13 and I regret every minute of it. I got lucky though and didn't get any diseases and could pay for an abortion when I got pregnant. Look at the bigger picture of your life and realize that crap happens more often then not. Is a few moments of pleasure really worth the consequences?

try the park at night. bring a blanket and find the darkest spot that u can and "enjoy" urselves. If you cant do that then get in a car or a hotel and "enjoy" yourselves.

Rent a motel room for a weekend. You kind of sound very young though, so I wouldn't really condone having sex anywhere until you are older.

I doesn't have to be an expensive one.
What matters is the intercourse and the feelings involved.
Inside a Van is also nice.

Your room or his room. Not unles you live with your parents, then that is a problem. Other than that I mean you can always take a weekend away from everyone and hit up Vegas..
