How about setup a pretty place to eat dinner by candlelight (and Christmas lights) actually outside! On the back patio, balcony, porch, whatever you may have -- on a bistro table of some sort. Wear your winter coats and hats (if you're in the colder weather), and hire someone to play music -- either a violin, classical guitar, or even a bunch of carolers for a song or two -- then fill in the rest of the time alone with a music player setup. Hire a special chef to cook and serve you a full course fancy dinner in your own backyard. Setup one of those outdoor fires for roasting marshmallows and warming your hands and added ambiance.
Another idea is setting up a home theater with a projector on a blank wall, surprise him with it already setup and ready to play a great classic movie, ready with blankets and popcorn and wine.
Another idea is rent one of those awesome cars for a day's joy ride with the two of you -- you can rent one of his fave dream cars or some classic car. There are websites that offer this or you may inquire about it at a local car rental.
Tickets to a great show is another idea, but in any of these setups you could also give him a nice present in a box.

Season tickets or a big screen TV may be too expensive, but the general idea is good. If you live near a professional team, see if you can get him tickets to a game (if you can, get enough tickets for his core group of friends to all go--or at least his best friend--rather than you going with him). I do this for my fiance every birthday and he thinks it's just the greatest gift he could get (and his friends like me, too!).
While women tend to appreciate impractical, pretty gifts, men usually appreciate gifts they can use. Think electronics, or if he has some hobby, something related to that. A new power tool that he's always wanted, something for his car? Does he like beer or wine? Consider a beer- or wine-of-the-month club.

Well you could write him a long letter outlining all the good memories of your time together. A nice detailed letter with lots of detail. What makes him special to you things hes done for you that you appreciate, how you look forward to the future together things like that. I myself would absolutely melt if my wife did that for me. This letter would have to be long and heartfelt, use nice writing paper do not do it on a computer. Spray a little of his favourite perfume on the letter as well. I guess it depends on what he's into. Take something he's interested in and get him an awesome gift involving his hobby. If he's into planes, get him a ride in a fighter jet or maybe a gift certificate for one flying lesson. If he loves to travel, spring for a trip somewhere exotic. If he's a wine enthusiast, take him on a tour of a local vineyard or maybe go to Napa Valley. If he's a sports fan, get him season tickets to the 2008 season of his favorite sport (if they're on sale yet.) Think big!! And if all else fails, I don't know a guy who would be disappointed with a 48" plasma screen HDTV.

My thinking is similar to the first answer. We're having Christmas Eve alone. That may not be possible for you, but try to pick an evening this weekend or something. I'm making shrimp cocktail and stuffed mushrooms (his FAVORITES) and sangria. We'll exchange our presents then, with all of the lights out except the tree and Christmas lights. Lots of cuddling, and if I drink enough sangria, he may even get a foot or back rub.

Take him on a romantic weekend. It does not have to be anything huge, just something where the two of you can be alone. My husband when we were engaged took me to an amazing hotel a couple of hours from where we live. I could not believe that he has set the whole thing up without me even knowing it. He has a series of surprised set up that absolutely made it a trip that I will never forget.

I once made a week of gifts. They were only small things but with each one was a note of some quality he possesed that I loved about him.
One day was a gift bag of his favorite candies from different places and a note about how special he made me feel.
One day was a "gift" of a pizza from his favorite restuarant and the note was about his being there when I needed him.
One day was a gift of movie tickets with a note about how he accepted my extended family and cared for them because they meant so much to me.
This lead the way to the main day when he got his presents for the day.
Although he only got small gifts and notes he loved knowing I noticed how special he was.
