I am having trouble recalling this particular word.

The definition is something like: "to have a large degree of autonomy in deciding".
For example, a police officer is given great xxxx in deciding if a citizen should be taken to jail, based on the officer's judgment of the situation.

What word am I describing?

Oh, and the word is NOT "jurisdiction", nor "jurisprudence".

Thank you very much.

And it is NOT "autonomy" either, the word itself is a type of autonomy in having the power to decide.

thank you

The word you're looking for is "discretion" or "officers discretion."

some of the things you are saying are actually false because for one thing most lager police departments actually do require a degree in criminal justice and in fact some even require a four year degree and they dont always thake sides against citizens they always look at the facts of a case before doing certain things and as for the aressting and holding they only do that when there is suffeciant cause to do so and and for your additional details of them aressting people over small things a lot of that has to do with the persons attitude towards them espsecailly if there is an investigation going on and they are questioning a witness its typically called obstructing so think about this the next time you see a police offcier as most of them are really nice all they want is a little respect and as for the ones that go overboard with the job you are right they do act like they are god but yet again i say most are not like that its just their job so thank the next cop you see because you never know when you might need help from them
