Yes without a question. Neglecting an animal is abuse. You must provide them with proper food water and shelter. Poor dogs! Thankfully they had you. Abandoning a dog is also abuse. He could have gotten in some trouble for starving the first two. At least you saved the last two.

This is most definately animal abuse! You need to call the police and the ASPCA as soon as you notice this happening again. From the sounds of it, this person is a serial abuser and will continue doing this to other puppies. I think he should be banned from getting more dogs. Call the police because he will do this to other dogs. He is worse than an animal he is a murderer.

I want to tell you that it was very responsible of you to feed your neighbor's dog in an attempt to save their lives, but this is what you really need to do: Let your parents in on what's going on next door. If they won't listen, find another adult -there are many animal lovers out there, talk to those around you- and get them to make an annonymous phone call to the Humane Society, Animal Control or an Animal Sanctuary. It sounds like your neighbor is not going to stop and he obviously doesn't care about what he's doing. Only your city's officials are going to be able to stop him.

Yes, that is animal abuse.
Call your local SPCA...they will come by and try to talk to the guy. If you are able to take picturesof the dog that will help.
It may come down to his word against yours, but at least there will be a file on him, and he will be watched.
You are a smart girl for understanding that there is a problem going on, and good one, for wanting to help.
Call the SPCA, NOT the humane society...they do not have the same legal strength as the SPCA.

The Man that owned the dogs was surely abusing the dogs by not giving them proper shelter and food or water. you did a great thing by feed the animals and then finding them a home. sad to say that their are many people out there like your old neighbor.

Yes, this abuse. The man does not know how to care for his animals. You need to have an adult contact the SPCA in your area and make a complaint. No vet will do anything. The SPCA has officers that will come out to his house and investigate, remove animals, make him pay a fine and or take him to jail!

its NEGLECT (not abuse)
what you should have done was call the SPCA or animal control officer - not the vet.
when the puppy came into your yard you legally had the right to take it to the SPCA .. because at that point it is considered a "stray" - you cannot legally take a dog off somebodies property but if it leaves then you can take it and it would have been better taken to the shelter rather than returned to him...
when he left the dogs that also wasnt abuse it was ABANDONMENT - also a crime.

If I understand you correctly, he has vacated the house due to foreclosure, and now the dogs are there by themselves.
This means they have been abandoned, and if you want to have a couple of dogs you could take them in and call them yours. I'm sure they would love you forever!
Be sure to document the conditions they are in-Take photos of how they were kept, document the date of when he left the home, etc. Your parents can help you with this documentation. I hope they let you adopt them.
Take them to a vet and explain to the vet that you are adopting these abandoned dogs and the vet will document their condition, just in case the A** H*** decides to try to regain possession, like after a few months he slaps his head and goes "Oh! I forgot my dogs!" (Sheesh!!)

Yes, that is animal abuse. Never doubt your gut feeling! there are services you can call to report such behavior! Animal control, the local pet charities in your area, even the local media! Do not let any more pets die because you are unsure!
