The Internet can function in that way, since you can communicate with many people, anywhere in the world because of it. You can even do voice chat using things like MSN Messenger (I know others do it to, but that's the only one I've used).
As for actual phone service, not that I have heard of.

yes, there is. my daughter is over in japan with my new grandson she is hooked up with vonage look up on search and u will find plnty opptions
