He has told police he has sexual urges toward children aged baby to 8, he finds the urges very difficult to contol, he jacks off to mother and baby magazine. He is worried he will 'overstep' and actually act out a fantasy on a child.

He has asked the police to lock him behind bars to keep hime out of childrens way, but they can't because he has not committed a crime yet. He has asked to be locked in a mental institution, but they have decided that he doesn't have a condition that they can use to legally detain him. He could just walk out of the institution and nobody would have the authority to stop him.

So, he lives in a flat somewhere in as street, probably with families next door.

If he knows he has a problem and has approached authorities for help because he wants to prevent an encounter from happening... then why doesn't he (on his own) go and get castrated? Sounds like he would be willing.

First off I like to say that this man isn't the monster some of you are saying he is. He realizes his problem and he wants to stop it before he acts on it. This is more honorable than stuff quote "normal" people do. Plus he is a person just like us. We all have our problems, he's willing to do something about it.

He wants help and he should get it. But with our health system he would have to pay a large sum of money to get it. If there is a group therapy sponsored by a church or other group he should look into that, these types of therapy can be effective and supportive. He should also look into actual Therapy with a counselor or psychologist. As opposed to what was said earlier therapy can help either curing him or at least helping him learn to control his urges.

As for the legal end, we can't just arrest people on the grounds of what they might do. This would mean everyone is guilty of something. And it would never fix the problem at hand. If you arrest him he'll still like kids, when he's released he'll probably still like kids. So if you can get him help it's more productive.

He can commit himself and keep himself locked up out of the way of children in a place he can receive help. If he has gone as far as you say he has in obtaining help, why wouldn't he do it himself?

The reason why is that he knows he is going to commit a crime against a child and he wants no barriers in the way. See, if he has himself committed because of his urges and then they get so strong that he tells them he's checking out, THEN they can notify the police of his intent.

He knows this, this is why he won't have himself committed. Because he knows he can't do what he's planning to do.

What a mess. It sounds like this dude needs to find some help. Unfortunately, until he commits a crime,he is free to be a freak. Check with your friends and neighbors and take up a collection to pay for counseling or surgery.

You answered your own question. He hasn't committed a crime yet. If we start locking people ups for stuff they might do, the jails will soon be overcrowded. And yes, if he checks himself into a mental institution, he'd be able to walk out whenever he wants, but he'd be getting help, right?

He needs to get help and its great that he recognizes it before he harms someone other than himself. He needs mental help but yes the police are right he hasnt commited a crime so far its only in his thoughts and thankfully we dont have the thought police yet.

Since he has committed no crime, the police have no authority to lock him up, even if he wants to be locked up.

Frankly, if he really wanted to get himself locked up and treated he could committ himself. Sounds to me that he is thinking about committing a crime and then using the excuse that he couldn't get help if he's caught.

Tell him to volunteer his service and joint the military, they'll teach him how to control his urges.

You should create a sex offender self help group in your town, and or neighborhood. Secretly install surveillance camera in the meeting room and monitor these sick monsters behaviors. You can keep track of these bum.

Sounds like your typical sex offender. He needs to attend sex offender classes and take medications on a regular basis. There is counseling available. But sex offenders are never cured or rehabilitated. They must struggle with this condition on a daily basis.

According to your story he has not done anything wrong yet. I'm sure it will happen eventually however until it happens he is innocent.
