Tortilla soup:
A “southwest” soup, using Mexican ingredients.
Tortilla soup has (again) many variations, but will generally be made with chicken or vegetable stock. A variety of vegetables such as tomatoes, sweet or hot peppers, celery, onions, or avocadoes are
cooked together; then poured over a bowlful of crisp-fried corn tortilla fragments.
Corn tortillas are the daily bread of Mexico. Since they go stale rather quickly, means were needed to not waste the leftovers. Enchiladas, casseroles, and tortilla soup are the three main ways to utilize them. Reminiscent of the worlds most famous bread topped soup, French onion, tortilla soup is timeless and classic. It can be presented as a simple dish or dolled up to make an impressive main course.

I assume it's from Mexico... as they always have had an abudance of corn to make tortillas with. I suppose it could have spanish roots, but seems Mexican to me.
And the dish is served, because cultures always use what they got handy. Like Italians use tomatos, Chinese use rice, etc...
Plus.. it's yummy and soups are relatively cheap, easy and can serve large groups pretty simply..

Tortilla soup is beef broth flavored with ground roasted skinned seedless tomatoes and chipotle peppers.Fried tortilla strips are added as well as slices of avocado, shredded cheese, fried pork rinds and cream.
Yes, it is Mexican and I there are different variations in the American southwest, but it is Mexican all the same.
There is no special reason to serve it. I make it whenever I want to. But if you really need one, well, it is delicious, what better reason to serve it do you need?
Do you need a special reason to serve pizza other than convenience or a liking for pizza itself?
Hope this helps, but please do keep in mind that not all Mexican food requires a specific reason to serve it at all.

I dont have a quick answer
but the Yahoo encyclopedia has::: corn- - -
**"The plant is a grass that was domesticated and cultivated in the Americas long before Europeans reached the New World. It is so changed from the ancestral wild grass that its original form has not been identified with certainty, and it has been so adapted to cultivation that it cannot sustain itself without human cultivation. It is probably a complex hybrid of several related New World grasses, e.g., teosinte (Euchlaena mexicana), a tropical American fodder plant in which the seeds are not united in a cob. The Native Americans had many varieties of corn, e.g., sweet corn, popcorn, and corn for corn meal. White, yellow, red, and blue corn were grown as distinct strains."**
AND;;
in botany. The name corn is given to the leading cereal crop of any major region. In England corn means wheat; in Scotland and Ireland, oats. The grain called corn in the United States is Indian corn or maize (Zea mays). The part of the United States where most of the corn is grown, including Ohio, Illinois, Indiana, Missouri, Kansas, Iowa, and Nebraska, is known as the Corn Belt.

Mexico is where it came from. They would make this soup to serve at any occasion. Although it is often referred to as wedding soup and only served at a wedding.
Through out Mexico every one has a different way of making this soup. Different meats and spices.
